IBC vs ECSRC Securities Dealer Licence: Which Does Your Brokerage Need?

Two Routes, One Decision

When setting up a brokerage in Saint Lucia, you choose between operating internationally through an IBC or obtaining a formal securities dealer licence under the Eastern Caribbean Securities Regulatory Commission (ECSRC). Getting this decision right saves you time and a lot of money.

The IBC Route

An IBC is registration-based. Saint Lucia does not require a specific brokerage licence for firms operating internationally, so an IBC is fast (2–5 business days), inexpensive (from US$2,500), and has no mandatory minimum capital. You still build a full AML/CFT and KYC framework so banks and counterparties are comfortable. This is the right route for most internationally focused and B2B brokers.

The ECSRC Securities Dealer Licence

The ECSRC licence gives you a formally regulated status. It requires roughly XCD 250,000 (about US$93,000) in unimpaired capital, due-diligence fees of around US$8,300 for officers, fit-and-proper checks, and a regulatory review. It costs more and takes longer — but it gives you a genuine "regulated broker" badge that can matter for marketing, partnerships, certain banking relationships, and particular client segments.
